Ekushey Parishad organized a human bonding program in Naogaon for the purpose of the double rail line from Santahar to Naogaon and Najipur Harehanpur and from Abdulpur to Panchagarh. The leader of the survey team, Mr. Delgreen, suggested constructing 99 kilometers of the railway from Shantahar junction to Naogaon and to Rahanpur in Chapainawabganj. Based on the recommendation, a project was taken.

After the demand of the people of the northern region since 1947, the Pakistan Government Railway Board began working in 1963 with the implementation of this project. Survey team chief Ashraf Ali said another survey was conducted by the Railway Board. Mr. Delgine's report was given to him. In 1964, he handed over the design of the project to the governor of East Pakistan in 1964.

According to the project proposal of Ashraful Ali survey committee, Naogaon, Mohishbathana Bazar of Mahadevpur Upazila, Najipur Municipality of Patnitala upazila, and 99 km railway line to Chapai Nawabgonj of Porbandar upazila, was scheduled to be 99 KM.

Subsequently, the project was closed by hand to the then Pakistani government. Naogaon is a disadvantaged district in the northern districts. There is no other alternative than the road to roads in the area of ​​communication.

In this district, the importance of railways is immense. If there is a railway in this area, it will be able to play a major role in the transport of passenger as well as the agricultural transport of this area. The speakers also demanded another railway line from Abdulpur to Panchagarh parallel.

বক্তারা বলেন, ব্রিটিশ আমলে ১৯১০ সালে ইষ্টার্ন বেঙ্গল ষ্টেটরেলওয়ে একটি জরিপ পরিচালনা করেন। সেই জরিপ দলের নেতা মিঃ ডেলগ্রিন শান্তাহার জংশন থেকে নওগাঁর উপর দিয়ে চাপাইনবাবগঞ্জের রহনপুর পর্যন্ত ৯৯ কিলোমিটার রেলপথ নির্মানের সুপারিশ করেন।

সুপারিশের ভিত্তিতে তখন একটি প্রকল্প নেয়া হয়। ১৯৪৭ সালের পর থেকে উত্তরাঞ্চলের মানুষের দাবীর পরিপ্রেেিত পাকিস্থান সরকার রেলওয়ে বোর্ড ১৯৬৩ সালে এই প্রকল্প বাস্তাবায়নে পুনরায় কাজ শুরু করে। রেলওয়ে বোর্ড আরেকটি জরিপ চালায় জরিপ দলের প্রধান আশরাফ আলী। মিঃ ডেলগ্রিনের প্রতিবেদনের পমেত দেন। তিনি ১৯৪ পৃষ্টার প্রতিবেদনে প্রকল্পের একটি নকশা ১৯৬৪ সালে পূর্ব পাকিস্থানের গভর্নরের কাছে হস্তান্তর করেন।

আশরাফ আলী জরিপ কমিটির প্রকল্প প্রস্তাবনাঅনুযায়ী শান্তাহার রেলওয়ে জংশন থেকে নওগাঁসহ, মহাদেবপুর উপজেলার মহিষবাথানা বাজার, পত্নীতলা উপজেলার নজিপুর পৌরসভা, পোরশা উপজেলার সরাইগাছীহয়ে চাপাই নবাবগঞ্জের রহনপুর পর্যন্ত ৯৯ কিলোমিটার রেলপথ হওয়ার কথা ছিল। পরবর্তীকালে প্রকল্পটি হাতে নিয়েও বন্ধ করে দেয় তৎকালীন পাকিস্থান সরকার।

উত্তারাঞ্চলের জেলা গুলোর মধ্যে নওগাঁ একটি অনগ্রসর জেলা।যোগাযোগের েেত্র সড়ক পথ ছাড়া আর কোন বিকল্প নেই।এই জেলায় রেলপথের গুরুত্ব অপরিসীম। এই এলাকায় একটি রেলপথ হলে সেটি যাত্রীর পাশাপাশি এই এলাকার উৎপাদিত কৃষিপন্য পরিবহনে প্রধান ভূমিকা রাখতে পারবে। এছাড়াও আব্দুলপুর হতে পঞ্চগড় পর্যন্ত সমান্তরাল ভাবে আরও একটি রেললাইনের দাবী জানান বক্তারা।
